LOAS is aimed at citizens who are unable to generate their own livelihood or have it supported by their family due to disability (whether physical, intellectual, mental or sensory) or age.

The right to LOAS differs from the right to retirement because in the latter, the beneficiary receives a return from the INSS for the time of contribution, whereas those who receive through LOAS did not contribute and are in a situation of extreme poverty. Furthermore, the monthly value and benefits generated from each one are different.

It is important to highlight that LOAS is not a retirement, and despite being paid by the INSS, its legal basis is found in the Organic Social Assistance Law.
